When to use it
Run from form-modal-recipe after all three files are saved.
- check and test must report PASS with one passing test.
- Tab order follows source order; the modal traps focus and returns it to Review after dismissal.
- At 200% zoom and on a phone, actions must wrap and the focused field must remain reachable above the software keyboard.
